Baru-baru ini aturan mengenai larangan menjual rokok ketengan sudah terdengar dimana saja. Aturan ini termuat dalam Keppres No. 25 Tahun 2022 yang akan berlaku pada 2023 ini
Alasan Utama
Mengapa sih diperlukan peraturan ini? Jawabannya adalah banyak anak-anak usia 10-18 tahun yang menjadi konsumen rokok ketengan ini, yakni sebesar 10.7% (Kemenkes, 2021)
Padahal, target penurunan perokok usia muda ditargetkan adalah 8.7% (RPJMN 2020-2024)
Pengeluaran Terbesar Rumah Tangga Miskin
Jika kita mengutip data dari Menteri Keuangan, Sri Mulyani mengatakan bahwa rokok merupakan komponen pengeluaran terbesar kedua oleh rumah tangga miskin
Kamu tahu berapa jumlah rata-rata uang yang dikeluarkan untuk rokok? Ya, sebesar Rp246,382 per bulan secara rata-rata!
Kalau saja uang ini dibelanjakan untuk kebutuhan pokok lainnya seperti lauk pauk, bukankah itu lebih bijak?
Peraturan Pelarangan Jual Rokok Ketengan
Dengan adanya peraturan ini, menurut Project Lead Tobacco Control dari Center for Indonesia’s Strategic Development Initiatives, Iman Zein menilai sudah cukup terlambat. Menurutnya, setidaknya peraturan ini sudah harus ada pada 2-3 tahun yang lalu.
Alasan Pelarangan Jual Rokok Ketengan
Alasan mengenai apakah peraturan ini terlambat bisa saja didasari oleh kasus kematian yang disebabkan oleh rokok. Kita simak dahulu data berikut!

Emiten Rokok
Kalau bahas rokok, ga sah kalau ga bahas emitennya juga. Pasti kalian langsung terpikir kalau emiten rokok itu ada Sampoerna (HMSP) dan Gudang Garam (GGRM). Kita udah tahu nih kalau penjualan rokok meningkat dari tahun sebelumnya. Memangnya market share kedua perusahaan ini berapa sih?

Sentimen Emiten Rokok
Selain itu, emiten rokok akhir-akhir ini sentimennya sedang tidak dalam trend positif. Selain karena cukai rokok naik, ditambah lagi larangan penjualan rokok ketengan juga muncul. Jadi, apakah betul laba bersih kedua perusahaan ini merosot?

Saham yang Terdampak
Sehingga Kalau di perhatikan, kedua emiten ini sejak 2019 sudah mengalami bearish sampai pada awal tahun 2023 ini. Kemudian Saham GGRM sudah turun sekitar 79,15% sedangkan untuk HMSP sendiri sudah turun lebih dari 83,3%
