Sesimpel Ini Tahu Pembayaran QRIS Biaya 0,3%

Kalian terutama kaum cashless pasti ga asing lagi dengan sistem pembayaran berbasis barcode seperti pembayaran QRIS. 

Nah, mulai 1 Juli 2023 kemarin MDR QRIS mikro memberlakukan biaya layanan sebesar 0,3%. 

Tapi, ternyata potongan 0,3% ini justru memberatkan para pengusaha kecil. 

Kira-kira … gimana sih sistemnya?

Mengenal QRIS 

QRIS atau  Quick Response Code Indonesian Standard adalah penyatuan berbagai macam QR dari berbagai Penyelenggara Jasa Sistem Pembayaran (PJSP) menggunakan QR Code.

QRIS di kembangkan oleh industri sistem pembayaran bersama Bank Indonesia agar proses transaksi dengan QR Code menjadi lebih mudah, cepat, dan terjaga keamanannya. 

Nah, semua Penyelenggara Jasa Sistem Pembayaran yang akan menggunakan QR Code Pembayaran wajib menerapkan QRIS. 

Tujuan Pemberlakuan Biaya Layanan Untuk Pembayaran QRIS

Adanya penyesuaian besaran MDR pada layanan QRIS bagi usaha mikro ini merupakan upaya untuk meningkatkan layanan dan efisiensi transaksi sistem pembayaran digital serta perluasan ekosistem ekonomi keuangan digital di Indonesia.

Bahkan, di sebutkan juga bahwa Bank Indonesia sama sekali tidak mendapatkan keuntungan dari pengenaan biaya layanan jasa ini. 

Tapi, sebenarnya apa sih MDR?

Merchant Discount Rate

MDR (Merchant Discount Rate) adalah tarif yang wajib di bayarkan merchant pada bank sebagai biaya transaksi dalam penggunaan layanan QRIS. Besarnya MDR dan distribusi MDR di tetapkan tersendiri oleh BI.

Gubernur Bank Indonesia Bapak Perry Warjiyo ada sedikit penyesuaian tarif Merchant Discount Rate (MDR) QRIS bagi merchant usaha mikro yang sebelumnya di gratiskan menjadi 0,3%. 

Tapi tau ga sih, ternyata tarif baru MDR QRIS sekarang masih di bawah ketentuan lama loh, yang seharusnya di kenakan 0,7% bagi merchant.

Adopsi Pembayaran QRIS 

BI mencatat transaksi sistem pembayaran terus naik dengan layanan pembayaran digital yang semakin meningkat.

Saat ini adopsi QRIS semakin meluas tercermin pada penambahan jumlah pengguna mencapai 35,80 juta dan merchant QRIS mencapai 26,1 juta dengan total volume transaksi sebesar 744 juta.

Seberapa Besar Dampak Kerugiannya?

Coba kita ambil suatu kasus misalnya Mba Santi membeli semangkuk bakso seharga Rp.12.000 di Warung Mas Kemin yang sebenarnya harga pokok produksi dari bakso tersebut adalah Rp.5.000

Maka, 0,3% x Rp.12.000 = Rp.36

Rp.12.000 – Rp.36 = Rp.11.964

Jadi, saldo yang masuk ke warung tersebut adalah Rp.11.964. Dan Mas Kemin masih mendapatkan untung sebesar Rp.6.964. Menurut kalian apakah sebanding merelakan Rp.36 untuk ikut berkontribusi meningkatkan layanan QRIS? atau merugikan? 

Apa kata hukum? 

Ternyata ada hukum yang memberlakukan larangan pembebanan biaya ini ke konsumen loh! Menurut pasal 52 ayat 1 PBI 23/6/PBI/2021 tentang Penyedia Jasa Pembayaran (PJP) di sebutkan bahwa:

“Penyedia Barang dan/atau Jasa dilarang mengenakan biaya tambahan (surcharge) kepada Pengguna Jasa atas biaya yang di kenakan oleh PJP kepada Penyedia Barang dan/atau Jasa” 

Jadi, kita sebagai konsumen ga perlu khawatir lagi nih saat memakai layanan QRIS karena udah ada aturan yang melarangnya.

Kesimpulan

Pak Erwin kembali menegaskan bahwa,

“Dengan kualitas layanan, inovasi dan keandalan QRIS yang lebih baik, akan mendukung kegiatan ekonomi pedagang usaha mikro, yang pada akhirnya akan semakin meningkatkan adopsi QRIS,”
